Deploying HCP Vault and Consul

Vault and Consul on HashiCorp Cloud Platform are now generally available. I thought I would put together a Terraform configuration that deployed both solutions and wired them up to VPCs using peering connections. And just for good measure, I use Terraform Cloud for remote state and execution. I'm using ALL THE CLOUDS.
