The Seacrest County Police Department has one of the most advanced anti-street racing units in the world, and at the top of their ranks are the Ultimate Enforcers, the definition of limited access and full access; very few get in, but when you do you get access to the best tech the SCPD can buy. The 2 cars the Ultimate Enforcers use are distinct from the rest of the SCPD by their black and blue liveries; a genuine intimidation for any racer foolish enough to top Seacrest's Most Wanted List.

At the end of the video, I also reached 10 MILLION bounty and became a Rank 21 Ultimate Enforcer in Hot Pursuit, the final level in the SCPD ranks. That is a true test of not just how much I enjoy this game, but how much I enjoy being part of the SCPD.
