SIRE 2 0 Inspection

The Ship Inspection Report Programme (SIRE), initiated by the Oil Companies International Marine Forum (OCIMF) in 1993, is a pivotal safety initiative aimed at mitigating substandard shipping practices and promoting high safety and operational standards in the maritime industry. Since its inception, SIRE has evolved into a robust tanker risk assessment tool, serving key stakeholders such as charterers, ship operators, terminal operators, and governmental agencies concerned with ship safety and environmental protection.

At its core, the SIRE Programme provides a central repository of up-to-date information on tankers and barges, including inspection details, incident histories, and vessel conditions. The program enables Submitting Members to share detailed Ship Inspection Reports with OCIMF. These reports encompass vital information such as:
• Officer Experience and Training – Verifying the competency and qualifications of crew members.
• Safety Inspection Records – Documenting compliance with safety protocols and operational standards.
• Terminal Feedback – Capturing operational performance during port calls.
• Incident Histories – Providing insights into past accidents or near-misses.
• Vessel Structural Conditions/Age – Assessing the physical state of the vessel and its longevity.
This structured sharing of data facilitates transparency, strengthens marine assurance practices, and aligns with industry-wide efforts to elevate safety benchmarks. Over the years, SIRE has proven instrumental in reducing maritime incidents and fostering safer shipping operations globally.
To enhance the effectiveness of vessel inspections, SIRE 2.0 was launched on 2nd September 2024. This upgraded, tablet-based inspection system introduces a more dynamic and comprehensive reporting structure. Key features of SIRE 2.0 include:
