For anyone confused: The flag of Vienna is a white-red bicolour and the red shield with a cross in the middle is the city's coat of arms. The Viennaball is supposed to represent Karl Lueger, the Catholic populist mayor of Vienna between 1897 and 1910 who exploited the rampant antisemitic sentiments in the city. Adolf H who arrived in the city in 1907 is widely considered to have developed his hatred for Jews because of populists like Karl Lueger. His antisemitism was reinforced by books like Wenn ich der Kaiser wär/If I were the Emperor (in which the author says he would destroy democracy, expell all Jews and socialists and start huge Europe-wide war) and by joining the army where quite a lot of people read the aforementioned book.
