LCR SYNOPSIS.
00:00 Prayer, Pledge of Allegiance, approval of Dec. 16 minutes (referred to as Dec. 12 in the meeting, but Cansler clarified later).
02:02 Personal property tax refund request approved for $156.37.
04:43 Approved internet provider agreement (three years) with Show-Me Technologies. $578 a month for 200 megabytes per seconds, a bump in bandwidth from 100 megabytes per second, Cansler later confirmed.
12:16 Johnson Controls one-year agreement approved. Cansler later said the agreement was for fire suppression maintenance (sprinklers, etc.) and inspections. $5,211.69.
19:24 GFL contract discussion. Delayed until more information on addendum received.
21:17 Joking about typo for "General County Business." Road and Bridge. Routine Business. Other discussion. Aid from City of Lebanon to Office of Emergency Management. No memorandum of understanding yet.
24:43 Public hearing for the 2026 county budget on Dec. 30. Sales tax, interest, and County Aid Road Trust numbers.
Wasmer put forward a motion to adjourn. No vote. After the motion, the meeting discussed scheduling. The Record had stopped the recording after it had looked like they were going to adjourn, and was not sure whether the length of the discussion would justify turning the camera back on. The conversation was brief. Cansler explained afterwards they were discussing upcoming budget hearings.

LCR RECORDING POLICY.
The Record, when posting public meetings, will adhere to the following guidelines:
Unless absolutely necessitated by a need for public safety, the Record will post public portions of meetings in their entirety with minimal edits. If there are significant cuts or alterations, the Record is obliged to make that apparent and offer a sufficient explanation.
Recorded governmental entities may make requests and suggestions on recording policies as per Missouri Sunshine Law, and the Record will reserve the right to consider said suggestions with the counsel of the Missouri Press Association before deciding whether to integrate them.
Time stamps for major topics will be integrated into the video description as well as autogenerated captions for the video.
Those who give public comments during the meeting or otherwise contribute significantly to public meetings will be noted in the description.
Likewise, government officials, high profile citizens and other public figures can be listed in the description. Those attendees who attend regularly or have been significant in previous meetings can be listed. The Record does not typically note county employees who make brief appearances through the door behind the Eastern Commissioner unless their stay is protracted.
Private citizens will be referred to as such until they contribute a public comment during the commission meeting.
When a public meeting goes into a closed session, the Record will cease its recording for the closed portion and provide a brief explanation for that section. If the Record is not present for part of a public meeting, we will note it.
Recess: When the majority of voting members already present at a meeting leave the unadjourned meeting, the Record will consider the meeting in recess until they returned, ending and beginning the recording as necessary.
