This new season looks very much in line with the last one, a "big" launch with 10+ songs, a filler headliner, barely any gameplay features, and weekly drops of 1 or 2 songs.
Pro Vocals seems like it could be ready in time for Season 13, but don't get too hopeful yet, they could still not release them like Pro Drums, with the level of communication we get, there's no way to know.
I will continue to upload the legacy All Pro Instruments gameplay I have, it's just difficult with that annoying break bug still plaguing Pro Lead and Bass...
