Good afternoon, good evening, good morning. For those of you that are in different time zones, my name is Barry Thomas Fry Dudley. I represent a company called SPV Management Company and we are here to give you money.

We know that South Africa is one of the most challenging places in the world to do business. So on the one hand, it's hard to work here. On the other hand, you've got a lack of skills.
A service delivery backlog, poverty alleviation, high unemployment, expensive electricity, 50% or more of water losses, challenges with waste, real estate development, planning, property rates, fiber, outdoor advertising.
And a lot of revenue streams that municipalities are not taking advantage of, and even worse, a lot of free money grants that municipalities are not applying for. And if they get them, they don't spend the money. We have municipalities that have returned 37 billion.

In a year.
So they are challenges.
There are challenges in infrastructure. There are social challenges. There's environmental and cultural challenges. There are lots of opportunities to make money, save money and receive money.
Tonight we are not going to talk about those projects. Tonight we are not going to talk about the project implementation lans. Tonight we are going to focus on a proposal.
That reduces the risk to the municipality, where the municipality owns all the assets at the end of the contract, where multiple service providers, multiple projects are proposed through.
A dedicated special purpose vehicle, a company.
That ensures that the municipality makes money, saves money and receives money.
Obviously, within the legislation, within the guidelines of National Treasury, Provincial Treasury, obviously there are multiple municipalities that are already in the process and doing this. Some of them use tenders like Durban and Matubatuba.
Some of them use MOU's like Johannesburg and Mfoleni. Some of them use council resolutions like Ocaslamba.
Tembasili Honi Great Kai use a council resolution to give authority to the municipal manager to save money, make money and receive money.
There is a process that starts.
With a desire of the municipality to save money, make money, receive money, does the municipality commit itself to spending money, saving money, receiving money?
Generating income. If there is no commitment, we don't need to proceed and we can end right here. However, if the municipality has any desire, has any unfunded projects, has any opportunity to save money or make money or.

The next question is.
How do they legally do that? Will they use the council resolution, or will they enter into an MU, or will they go out on tender, or will they use?
A consultant or any other supply chain process which will ultimately lead in it to a letter of appointment, a service level agreement confirming that the municipality has no cost for any of the projects.
National Treasury tells us that the municipality will advertise and seek any objections to the municipality receiving money, making money, saving money.
If there are objections, the municipality will handle that, but we should be able to then proceed to create that special purpose vehicle, a nonprofit company owned by the municipality.
We may need to look at the bylaws and the tariffs. Obviously public participation, site establishment within each village ward is very important, as are those detailed feasibility studies and project implementation plans.

When the the municipality has the right to reject the project, reject the money, prevent the project from proceeding.
And then we get to the appointment of the service roviders, the contractors, order the equipment and start the training and off we go. It's not a long presentation.
