Powers, Volume 2, part 2, GCS and "Min/Maxing"

You have built your power (on paper), and now you want to enter it in GCS. This video will walk you through the steps of adding the two powers "Fireball" and "You are Groot" (created in part 1) to GCS.

And once they are in GCS, maybe we can figure a way to make them a bit more cost effective? Can we use the math in our favor? And is that ethical/moral/allowed? Yes to all three, and I will explain why.
