បច្ចុប្បន្ន កម្ពុជាមានមន្ត្រីរាជការសរុបជាង ២០ ម៉ឺននាក់ ប៉ុន្តែអ្នកជំនាញជាច្រើនយល់ថា បរិមាណនេះនៅតែមិនគ្រប់គ្រាន់ ហើយសំខាន់ជាងនេះទៅទៀតគឺ “គុណភាព” នៅទាបខ្លាំង។ កង្វះសមត្ថភាព កង្វះវិជ្ជាជីវៈ និងការប្រើសតែ “ជំហានគ្រួសារ-និយម” ធ្វើឱ្យសេវារដ្ឋាភិបាលយឺត មានអំពើពុករលួយ និងខ្វះប្រសិទ្ធភាព។ អ្នកវិភាគនិយាយច្បាស់ថា បើកម្ពុជាចង់ក្លាយជាប្រទេសចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ២០៣០ និងចំណូលខ្ពស់នៅឆ្នាំ២០៥០ ត្រូវតែកែទម្រង់ប្រព័ន្ធជ្រើសរើស បណ្តុះបណ្តាល និងវាយតម្លៃមន្ត្រីរាជការឱ្យបានខ្លាំងក្លា ដើម្បីមានមន្ត្រី “ឆ្លាត ស្មោះត្រង់ ន និងបម្រើប្រជាជនពិតប្រាកដ” ឱ្យបានច្រើនជាងសព្វថ្ងៃរាប់សិបដង!

Cambodia currently has over 200,000 civil servants, but experts agree the country still lacks enough truly competent and professional officials. Low capacity, lack of professionalism, and nepotism-based recruitment have caused slow public services, corruption, and inefficiency. Analysts warn that if Cambodia wants to reach upper-middle-income status by 2030 and high-income by 2050, it must urgently reform the recruitment, training, and performance evaluation system to produce many times more “smart, honest, and people-serving” civil servants than it has today.
