This is Anarchy Reigns, also known as Max Anarchy in Japan.
Anarchy Reigns is a game published by Sega, and features Jack Cayman from the game MadWorld. This game is a spiritual successor to MadWorld, and includes the same style of music.
The game also had Bayonetta as a DLC character to play online, but she is also playable after beating the campaign.
Critics were not impressed by the game, and the sales were also lackluster. However, I had a blast playing this game for the first time and find it to be a hidden gem.
