This is tutorial on how to use the outlines with that effect. You must need something like circles and the the outline for it which is the outside to make it burst. If you have anything that is round and goes outside the circle is whatever and the effect you must use is cookie cutter. Watch the tutorial to do this effect.
In this tutorial i'd prefer the rip lines that should be covering circle lines and making it so its sharp and i can see them.
