What if Romania Refused the Bessarabian Ultimatum?

In June of 1940, the giant that is the Soviet Union demanded the Bessarabian region from Romania during its quick expansion into the Baltics, Poland, and Finland. Historically, Romania had accepted this demand in a hope to keep their sovereignty intact, but ultimately was carved up between Hungary and Bulgaria, while only gaining minor territories they didn’t want in Odessa for a few years.

But what if this wasn’t the case? What if Romania refused this Soviet ultimatum? Would they manage to defend themselves and possibly expand, or would they become a Soviet puppet state that would help the USSR achieve a greater victory in the Second World War?
