This is one of the many parts of the James River Park System. It's located right in the heart of downtown Richmond.
The Pipeline Trail is one of Richmond’s best kept secrets. It's a little tough to find. From the 12th St. parking lot, you walk downstream to a metal ladder that descends to the metal catwalk atop the storm water pipeline. Eventually, the metal ends and concrete begins. Then the concrete ends. Keep walking along the riverfront trail until you get to Brown's Island. Then, either backtrack or take the canal walk back to the start point.
