في إحدى الليالي الممطرة عاد شكري البواب ليجد رجالاً مجهولين يثبتون لافتة جديدة على باب العمارة كتب عليها المفوضية الخاصة لمهام الطوارئ لم يفهم أحد سبب وجودهم ولا نوعية عملهم لكن حضورهم وحده كان كفيلاً بإثارة الريبة وبعد ساعات فقط تبدأ الأشياء في الاختفاء ويظهر غرباء يتنقلون بين الطوابق دون أن يراهم أحد بوضوح ومع تزايد الفزع يبدأ الزعيم بدور ساكن الطابق الرابع في محاولة كشف سر المفوضية ليكتشف أن ما يجري أكبر بكثير من مجرد مؤسسة حكومية وأن للعمارة تاريخاً قديماً يعود للستينيات ما زالت نتائجه تهدد الحاضر ومع تلاحق الأحداث يصبح الجميع جزءاً من لعبة لا يعرفون قواعدها
