Referrals are the strongest source of leads, however, if you don't have a referral, you can still build strong relationships with a prospect by asking questions.
You will meet people in random places, from traveling to the gym, or the grocery store, and having a "giver's get" mindset and focusing on helping them will in turn help you create a strong connection and do business with them.
