Red Dragon Stirs Water is a movement at the end of the 2nd half of liuhebafa (lok hup ba fa). though it is a useful drill on its own. Comfort with it will help develop control and mobility of the ribcage and spine and will coordinate the this central movement with the arms. I frequently use this drill in liuhebafa classes, both live and zoom classes.
However, it is also a useful drill even if you do not practice liuhebafa. It helps loosen the spine, mobilize the lower ribcage, diaphragm and liver, improve breathing, and relax the arm and shoulders.
