Some hard-line elements of the PPP also developed the idea that Murtaza Bhutto, rather than Benazir, should actually be Zulfikar Bhutto's political successor.

As a result of this internal conflict in the party, Benazir eventually succeeded in removing her mother from office and being elected as the full head of the party herself.

But the thinking of the disgruntled members of the party still remained and these elements established a new political party under the leadership of Murtaza Bhutto called the PPP (Shaheed Bhutto Group), taking the position that this was actually the real party of Zulfikar Bhutto.
