Mauro Giuliani developed these exercises way back in the 19th century to help develop guitarists' picking hand accuracy, dexterity, and speed. I think he also mentioned that if you could play them all well you could play anything he ever composed.

Tips:

keep your hand still
move fingers from the large join (knuckle)
relax fingertips and just let them brush across the string
