The rapid advancement of information technology
has significantly impacted various sectors, including
vocational education. Sentra Terpadu Inten Soeweno (STIS),
under the Ministry of Social Affairs, manages vocational
training for persons with disabilities. However, the current
manual system for participant registration, and input data
used for assessment and training recommendation —
primarily using Google Forms — has led to inefficiencies,
data redundancy, and limited ability to filter participant
data to determine appropriate training programs. To
address these issues, this study proposes the development of
a web-based information system that streamlines and
automates the registration and assessment processes. The
system was developed using the Waterfall methodology,
comprising communication, planning, modelling,
construction, and implementation phases, with a strong
emphasis on the modelling phase. Core features of the system
include user registration, participant assessment, filtering of
vocational majors based on assessment results, and
centralized data management. The PROMETHEE algorithm
was implemented as a decision support system to recommend
the most suitable vocational fields for each participant.
System evaluation involved two testing methods: User
Acceptance Testing (UAT) and usability testing using the
System Usability Scale (SUS). UAT conducted with 11 users
across 14 scenarios showed a 100% success rate, validating
all core functionalities. Meanwhile, the SUS test produced a
score of 70, indicating acceptable usability and confirming
the system's practical value. These results demonstrate that
the developed platform successfully supports inclusive
vocational access and fosters equal opportunities for decent
work and sustainable economic inclusion for people with
disabilities, in alignment with Sustainable Development Goal
(SDG).
