হযরত শাহ সুলতান মাহমুদ বলখী (র:) এ অঞ্চলে শীষ্যদের নিয়ে ইসলাম ধর্ম প্রতিষ্ঠা করতে আফগানিস্থানের বলখ বা বলখান অঞ্চল থেকে আসেন। ফকির বেশি দরবেশ হযরত ধর্ম প্রচারক হযরত শাহ্ সুলতান বলখী (রহঃ)সম্পর্কে রয়েছে আশ্চর্য কিংবদন্তি। কথিত আছে, তিনি ছিলেন আফগানিস্তানের বালখ রাজ্যের সম্রাট শাহ আলী আসগরের পুত্র, পিতার মৃত্যুর পর তাকেই সম্রাট হিসেবে ঘোষণা করা হয়। কিন্তু তিনি তার সাম্রাজ্য ছেড়ে দরবেশ হয়েছিলেন।
৪৩৯-৪৪০ হিজরীতে তিনি পুন্ড্রবর্ধনে আসার আগে প্রথমে বাংলার সন্দ্বীপে পৌছেন। পরে তিনি মহাস্তান গড়ে (পুন্ড্রবর্ধনের রাজধানী) আসেন। ব্যাপক জনশ্রæতি মতে, তিনি মহাস্থানগড় অর্থাৎ প্রাচীন পুন্ড্রনগরে প্রবেশ করার সময় করতোয়া নদী পার হয়েছিলেন একটা বিশাল মাছের আকৃতির নৌকায় চড়ে। নৌকাটি দুর থেকে দেখে সবাই ভেবেছিলেন মাছের পিঠ থেকে তিনি নামছেন আর তাই সেখান থেকে তার নাম এসেছে মাহীসওয়ার।
মহাস্থানগড় পৌছে তিনি ইসলাম ধর্ম গ্রহন করতে এ অঞ্চলের হিন্দুসহ বিভিন্ন ধর্মের মানুষকে দাওয়াত দিতে থাকেন। তার ধর্ম প্রচারের প্রথম দিকে রাজা পরশুরামের সেনাপ্রধান, কয়েক জন উজির-নাজির, পাইক-পেয়াদাসহ কিছু সাধারণ মানুষ ইসলামের বার্তা গ্রহণ করে মুসলিম ধর্মে দিক্ষা গ্রহন করেন। এভাবে পুন্ড্রবর্ধনের মানুষ হিন্দু ধর্ম থেকে ইসলাম ধর্ম গ্রহণ করতে থাকলে রাজা পরশুরামের সাথে শাহ সুলতানের বিরোধ হয়। পরবর্তীতে পরশুরামের সাথে তীব্র লড়াইয়ে রাজা পরশুরাম নিহত হন ও শাহ্ বলখী (রঃ) পুন্ড্রবর্ধন জয় করেন।

Shah Sultan Mahmud Balkhi (R :) came to Balkh or Balkhan region of Afghanistan with his disciples to establish Islam in this region. There is a wonderful legend about Hazrat Shah Sultan Balkhi (RA), the great preacher of Fakir. It is said that he was the son of Shah Ali Asghar, the emperor of the Balkh kingdom of Afghanistan, who was proclaimed emperor after the death of his father. But he left his empire and became a saint.
He first reached Sandwip in Bengal before coming to Pundravardhana in 439-440 AH. Later he came to Mahasthan Gare (the capital of Pundravardhana). According to popular belief, he crossed the Karatoya river in a huge fish-shaped boat when he entered Mahasthangarh, the ancient Pundranagar. Seeing the boat from a distance, everyone thought he was coming down from the back of a fish and that is why his name Mahiswar came from there.
Arriving at Mahasthangarh, he continued to invite people of different religions, including Hindus, to convert to Islam. In the early days of his preaching, Raja Parshuram's army chief, a few viziers-nazirs, pike-pedestrians and some common people accepted the message of Islam and converted to Islam. Thus, when the people of Pundravardhana were converting from Hinduism to Islam, Shah Sultan had a dispute with Raja Parshuram. Later in a fierce battle with Parshuram, King Parshuram was killed and Shah Balkhi (R) conquered Pundravardhana.
