APPROVAL OF MINUTES:
1. Consider approving the minutes of the “Regular Meeting” for the East Grand Forks, Minnesota City
Council of November 18, 2025.
2. Consider approving the meeting minute summary of the Closed Meeting for the East Grand Forks,
Minnesota City Council of November 18, 2025.
SCHEDULED BID LETTINGS: NONE.
SCHEDULED PUBLIC HEARINGS:
3. Truth and Taxation Hearing on preliminary tax levy of 12%.
4. Public Hearing to consider granting a property tax abatements for the properties that qualify under
the New Construction Housing program.
CONSENT AGENDA: NONE
Items under the “Consent Agenda” will be adopted with one motion; however, council members may
request individual items to be pulled from the consent agenda for discussion and action if they choose.
ACKNOWLEDGE RECEIPT OF REPORTS OF OFFICERS, BOARDS AND COMMISSIONS:
5. Regular meeting minutes of the Water, Light, Power, and Building Commission for November 5,
2025.

6. Consider adopting Resolution No. 25-12-88 authorizing a tax abatement on the listed properties that
qualify under the New Home Construction Program for property taxes paid in 2025 and payable in
2026.
7. Consider approving the Agreement for Professional Services between the City of East Grand Forks
and Widseth Smith Nolting for engineering services from January 2026 through December 2026
8. Consider adopting Resolution No. 25-12-89 accepting and awarding Bid Package #1 for Facility
Improvements to the Civic Center.
9. Consider adopting Resolution No. 25-12-90 accepting and awarding Bid Package #1 for Facility
Improvements to the VFW Memorial Arena.
CLAIMS:
10. Consider authorizing the City Administrator to issue payment for accounts payable invoices totaling
$183,117.31 and the November 28, 2025 payroll.
