The Spark North East Link Tunnels D&C team has proudly achieved 100% of its Major Project Skills Guarantee (MPSG) target years ahead of schedule—a huge milestone for workforce development in Victoria.

Under the Victorian Government’s Local Jobs First Policy, the MPSG requires 10% of total project hours to be completed by apprentices, trainees, or cadets. For Spark, that meant over 1.7 million hours dedicated to training and upskilling the next generation of skilled workers.

Here’s what that looks like in action:
✔ 50+ qualifications offered across disciplines
✔ 689 Traineeships
✔ 110 Apprenticeships
✔ 81 Cadets engaged
✔ 52 nationally recognised qualifications gained

A standout achievement has been the onsite Certificate III in Civil Construction (Tunnelling) program, which trained 344 team members directly on site, supporting both new entrants and experienced workers to grow their careers.

This milestone is part of delivering the North East Link tunnels, Victoria’s longest road tunnel, which will take 15,000 trucks off local roads daily and reduce travel times by up to 35 minutes for commuters—creating a more sustainable future for all.
