This circuit keeps alternating which LED is lit up, It does so because the op amp (LM358) is wired as an astable multivibrator. Astable means that it is not stable. The output will never stay either high or low for as long as power is applied. It will continuously change back and forth between states.
Positive feed back sets the output to be the opposite voltage of the charging or discharging capacitor. When the capacitor crosses the reference voltage, then the output changes in the other direction, moving the reference voltage in the opposite direction, while also relatively slowly changing the capacitor voltage in the same direction. The red LED is wired to light up while the output is high, and the blue LED is wired to light up while the output is low. Timing is mostly set by the values of the resistor and capacitor that are connected to the non inverting (-) input,
