On December 11th, 2024, at approximately 7:57 P.M., I, Trooper Collier Wright #574, was notified that West Memphis had a vehicle they attempted to stop, but the vehicle fled. I was advised the vehicle was a red Dodge Caravan with Tennessee license plate number BSJ2648. I was advised the vehicle was traveling towards Memphis on Interstate 40 from the 279-mile
marker and that it had a brake light out on the passenger’s side. I was in the area and began actively searching for the vehicle. I was traveling eastbound on I-40 at the 280-mile marker with my lights and sirens activated, traveling 20-40 miles per hour, waiting for the vehicle to continue fleeing or to pull over. The Dodge passed me and immediately began accelerating up to speeds more than 100 miles per hour. I had to wait for traffic to clear to safely be able to conduct a T.V.I. Once traffic did clear, I quickly performed the maneuver to remove him from the roadway rendering him no longer a threat to the motoring public. The maneuver disabled the vehicle in the roadway, and the driver immediately fled on foot. Sergeant Roberts #522 was secondary in the pursuit and observed the male running south. Sgt. Roberts identified the male as a black male, wearing a black jacket with dark-colored pants. The driver was not located after the pursuit. Trooper Dylan Evans #178 arrived on the scene and began assisting. Trooper Evans searched the vehicle. Inside the van, a phone was located that, on the lock screen showed a
black male and female posing for a photo with a car. Sgt. Roberts positively identified the black male who ran as the individual on the phone. Also found in the van was a vehicle rental agreement with the name Davonte Willis, as well as his driver's license
number. Upon running that driver's license number it returned to a Davonte Willis out of Memphis TN, who I was able to be identified by driver’s license photo as the person displayed on the phone. Trooper Evans continued searching the vehicle and located a pistol in the passenger’s seat and Marijuana that weighed approximately 20 grams in the center console, as well as a scale and baggies. The vehicle showed to belong to a car dealership in Memphis TN. The vehicle did not have any insurance on file. Warrants are being written for the following charges:
Reckless Driving Fail to yield to emergency vehicle
Fleeing- in a vehicle
Fleeing- on foot
Possession with intent to distribute Schedule VI more than 14g less than 4 oz.
No liability insurance
Defective equipment
Possession of Drug Paraphernalia
Possession of Firearms by certain persons
Unauthorized use of Property
Simultaneous possession of Drugs and Firearms
