Unfortunately the gas blowby for PSV sizing was develop after a terrible incident, but now it is well known and documented in API 521 and various standards part of Engineering Companies or Clients.

The driving force for this scenario is the difference in pressure between high pressure system and downstream low pressure system - “if max operating pressure of high pressure system is higher than the allowed accumulation pressure” the scenario is mandatory to be considered for safety valve calculation.

Mitigation measures to minimize the relief loads to flare:

consider to exclude the bypass manual valve by Locked Close the valve, check with Client if acceptable

eliminate the bypass valve if not necessary for a particular application

add a restriction orifice downstream bypass valve

increase design pressure of downstream equipment.
