This 1909 photo of two sisters seems ordinary, until you notice the tag on the younger girl's shoe. The image had sat in a municipal archive for more than a century. It was catalogued as a typical immigrant family portrait from the Lower East Side. No one had looked closely at the children's feet. Not until Dr. Sarah Brennan did.
Sarah had been the lead archivist for the New York City Department of Records for almost fifteen years. She specialized in Progressive Era photography, the kind of images that reformers like Jacob Riis and Lewis Hine used to document poverty and advocate for change. She had seen thousands of photographs of tenement children. Dirty faces, worn shoes, hollow eyes. But this image was different. She found it in a box of uncatalogued materials donated by the estate of a social worker named Margaret Hollings, who had died in 1958.
