In what would mark a small but significant diplomatic breakthrough, the White House says Ukraine and Russia have agreed to stop using military force in the Black Sea. But Russia says this will take effect only after sanctions are lifted on its financial institutions. All this comes on the heels of an intelligence breach that is sending shockwaves through Washington. American officials appear to have gamed out strikes on Houthi targets in Yemen on the messaging app Signal -- information revealed in messages inadvertently shared with the Editor-in-Chief of The Atlantic, Jeffrey Goldberg. President Trump says National Security Adviser Michael Waltz has "learned a lesson, and he's a good man." With Ukraine's future hanging in the balance — and for other countries sharing a border with Russia -- the fear of an emboldened Putin and an absent U.S. is all too real. Baiba Braže is Latvia's Foreign Minister, and she joins the show from Washington, D.C.
