During perimenopause and menopause, declining estradiol causes declining levels of sex hormone-binding protein, which in turn, can increase levels of free testosterone. This means that although overall testosterone levels decline, some women will experience symptoms of androgen excess.
This is why I emphasize that testosterone deficiency is not a symptom of menopause. As women age, many will benefit from testosterone supplementation, but not all. Some women will actually feel much worse if you give them extra testosterone.
It's extremely individual.
