Prompted by the expression "poor as a church mouse" there being scant pickings in church - except at Harvest Festival.
Later Betjeman regretted having written it. You can see his problem. It is uncomplimentary to church-goers, possibly comparing them to the rat who believes there is no God yet comes to church. the choirboys who haven't been baptised and the ones who attend only at Harvest Festival.
