In the early 1990s, a plan emerged in a small mountain village in Gifu Prefecture, Japan.
It proposed the construction of a final disposal site for industrial waste in this peaceful, rural area.
For the residents—who had lived in harmony with the beautiful natural surroundings for generations—the proposal was sudden and utterly alien.
“Can we truly raise our children here?”
“Will the water really be safe?”
Voices of fear and anger echoed through the mountains.
Before long, a movement opposing the plan began to grow.
In a 1997 referendum, around 80% of voters expressed their opposition to the proposal.
But the path to resistance was fraught with unthinkable pressure.
At one temple that remained steadfast in opposition, the corpse of a rabbit was left as an act of malicious harassment.
Worse still, the town mayor was violently attacked by an unknown assailant and left critically injured.
The perpetrator was never found. The case remains unsolved.
Yet the residents refused to be silenced.
They continued to raise their voices—and ultimately, the company withdrew the plan.
The designated land was transferred to the town free of charge.
This rare instance of a community halting a large-scale development project with its own hands was etched into national memory.
Now, nearly 30 years later, the times have changed, and few remain who remember the turmoil of those days.
I step once again into the quiet village.
What truly happened back then?
What was protected?
And what traces remain?
