336. കേരളത്തിൽ പുതിയതായി നടപ്പാക്കുവാൻ പോകുന്ന പുനരുപയോഗ ഊർജ്ജ നിയമം 2025 നാടിന്റെ നന്മയ്ക്കോ?

കേരളത്തിൽ നിലവിലുള്ള പുനരുപയോഗ ഊർജ്ജ (Renewable Energy) നിയമങ്ങൾ മാറ്റി, KSERC (Renewable Energy & Related Matters) Regulations, 2025 എന്ന പുതിയ നിയമം നടപ്പാക്കാൻ തയ്യാറെടുപ്പിലാണ് KSERC.
ഈ നിയമം സംസ്ഥാനത്തെ സോളാർ പ്രോസുമേഴ്‌സിനെയും, വൈദ്യുതി ഉപഭോക്താക്കളെയും, പുതുതായി Renewable Energy പ്രോജക്റ്റുകൾ ആസൂത്രണം ചെയ്യുന്നവരെയും നേരിട്ട് ബാധിക്കുന്നതാണ്.
2025 ഒക്ടോബർ 22-ന് തിരുവനന്തപുരം, 28-ന് എറണാകുളം, 29-ന് പാലക്കാട്, 30-ന് കോഴിക്കോട് എന്നീ ദിവസങ്ങളിൽ KSERC നടത്തുന്ന ഫിസിക്കൽ പബ്ലിക് ഹിയറിംഗിൽ പങ്കെടുക്കാനാഗ്രഹിക്കുന്നവർ KSERC വെബ്സൈറ്റിൽ മുൻകൂട്ടി രജിസ്റ്റർ ചെയ്യണം.
കേരള ഹൈക്കോടതിയുടെ വിധി അനുസരിച്ചാണ് ഈ പബ്ലിക് ഹിയറിംഗ് നടക്കുന്നത്. KSERC സുപ്രീം കോടതിയിലേക്ക് അപേക്ഷ നൽകിയെങ്കിലും, സുപ്രീം കോടതി ഹൈക്കോടതിയുടെ വിധി പാലിക്കണമെന്ന് നിർദ്ദേശിച്ചു.

Kerala State Electricity Regulatory Commission (KSERC) is preparing to implement a new framework — KSERC (Renewable Energy & Related Matters) Regulations, 2025, replacing the 2020 Net Metering Regulations.
This major change will directly impact solar prosumers, electricity consumers, and future renewable energy developers across Kerala.

Following the Kerala High Court’s verdict, KSERC has now scheduled physical public hearings on the draft regulations:
22 October 2025 – Thiruvananthapuram
28 October – Ernakulam
29 October – Palakkad
30 October – Kozhikode
Those who wish to participate must register in advance on the KSERC website.
Though KSERC had approached the Supreme Court, it was directed to comply with the High Court verdict.
