A 'stingy' individual is someone who has but is very reluctant to part with it. He/She is a miser; and doesn't like to spend money on himself, herself or on others. They are reluctant to spend money on things that are essential as well. Proverbs 28:22-24 says The stingy person hastens after riches and does not know that poverty will overtake him.
