Budget on the Rails is a short documentary about SEPTA’s recent budget crisis and how the proposed cuts to the Paoli Thorndale Line could have affected thousands of daily riders.
In April 2025, SEPTA announced a two hundred thirteen million dollar deficit and warned that major fare hikes and service cuts were coming. One of those cuts was a plan to cancel the Paoli Thorndale Line, which almost twenty four thousand people rely on every day.
This film breaks down what caused the crisis, what happened when funding ran out, and how aging trains and rising costs pushed the system to its limit. It also follows a longtime rider who’s already dealing with delays and overcrowded trains.
With emergency funding from Governor Shapiro, SEPTA avoided the worst cuts and bought itself two more years. But without a long term fix, the same problems could return.
