STOP letting HR run your Internal Communications (do this instead)

Where should internal communications sit in an organisation? Should it report to HR? What about Marketing? Or Corporate Communications? No on agrees on this - but I definitely have an opinion after more than a decade of working in this industry. What do you think? Let me know in the comments.
