CM Revanth Reddy Orders CBI Probe on Kaleshwaram | PC Ghose Commission Report | Telangana Assembly

After an extensive discussion in the Telangana Legislative Assembly on the report of the Justice Pinaki Chandra Ghose Commission of Inquiry into the construction of the Medigadda, Annaram and Sundilla barrages of the Kaleshwaram project, the State Government decided to hand over the matter to the Central Bureau of Investigation (CBI) for further investigation. Hon'ble Chief Minister Shri A. Revanth Reddy made this announcement on the floor of the House.

🔹 The Telangana Government had appointed a Commission of Inquiry headed by former Supreme Court Judge Justice Pinaki Chandra Ghose to investigate irregularities, misuse of public funds, and allegations of corruption in the construction of the three barrages.

🔹 The Commission submitted its report on July 31, 2025, which the Cabinet approved on August 4, 2025, before placing it in the Assembly for discussion.

🔹 The Ghose Commission identified lapses and irregularities meriting criminal action, including negligence, malafide intent, suppression of facts, and financial improprieties, concluding that the barrages suffered from serious flaws and lack of proper planning.

🔹 The National Dam Safety Authority (NDSA) found the Medigadda failure was due to planning, design, and quality control deficiencies, highlighting the need for a deeper investigation.

🔹 Given the inter-state nature of the project and involvement of multiple central and state agencies, including WAPCOS, PFC, and REC, the Government resolved to entrust the matter to the CBI for an impartial and thorough inquiry.

🔹 “With multiple dimensions and serious issues involved, the Government has decided to order a CBI inquiry to ensure a fair and transparent investigation,” said the Chief Minister.

🔹 Earlier, Irrigation Minister Shri Uttam Kumar Reddy presented the report and briefed the Assembly on the project’s history, from the site shift from Thummidihatti to Medigadda, the Medigadda piers failure, to the appointment of the Commission.

🔹 Concluding the discussion, the Chief Minister summarized the key findings of the 665-page report and reiterated the Government’s resolve to proceed with clear and decisive action, leaving no room for ambiguity, by transferring the case to the CBI.

❇️ ఈ మూడు బ్యారేజీల నిర్మాణంలో జరిగిన అవకతవకలు, ప్రజాధన దుర్వినియోగం, అవినీతి ఆరోపణలపై దర్యాప్తు జరపడానికి తెలంగాణ ప్రభుత్వం మాజీ సుప్రీంకోర్టు న్యాయమూర్తి జస్టిస్ పినాకి చంద్రఘోష్ నేతృత్వంలో విచారణ కమిషన్‌ను నియమించింది. ఆ కమిషన్ నివేదికను జూలై 31, 2025న సమర్పించగా, ఆగస్టు 4, 2025న మంత్రివర్గం ఆమోదించింది.

❇️ కమిషన్ నివేదికలో నిర్లక్ష్యం, దురుద్దేశం, వాస్తవాల దాచివేత, ఆర్థిక అవకతవకలు వంటి అంశాలను గుర్తించింది. మూడు బ్యారేజీల నిర్మాణంలో సరైన ప్రణాళిక లేకపోవడం, అనేక లోపాలు ఉన్నాయని తేల్చింది.

❇️ నేషనల్ డ్యామ్ సేఫ్టీ అథారిటీ (NDSA) కూడా మేడిగడ్డ వైఫల్యం ప్లానింగ్, డిజైన్, క్వాలిటీ కంట్రోల్ లోపాల వలన జరిగిందని పేర్కొంది. ఈ రెండు నివేదికలు మరింత లోతైన, సమగ్ర దర్యాప్తు అవసరాన్ని స్పష్టం చేశాయి.

❇️ ప్రాజెక్టులో అంతర్ రాష్ట్ర అంశాలు ఉండటంతో పాటు వాప్కోస్, పీఎఫ్సీ, ఆర్ఈసీ వంటి కేంద్ర సంస్థలు కూడా భాగస్వాములుగా ఉన్నందున సీబీఐ విచారణ అవసరమని ప్రభుత్వం తేల్చింది.

❇️ చర్చలో పాల్గొన్న నీటి పారుదల శాఖ మంత్రి శ్రీ ఉత్తమ్ కుమార్ రెడ్డి నివేదికను సభలో ఉంచి, తుమ్మిడిహెట్టి నుంచి మేడిగడ్డకు స్థల మార్పు, మేడిగడ్డ స్పీయర్స్ సమస్యలు, ఆపై కమిషన్ నియామకం వంటి వివరాలను తెలియజేశారు.

❇️ చర్చకు సమాధానంగా ముఖ్యమంత్రి గారు ఘోష్ కమిషన్ నేపథ్యం, 665 పేజీల నివేదిక సారాంశం, సభ్యుల సూచనలను ప్రస్తావించారు. అనేక క్లిష్ట అంశాలు ఉండటంతో ఎలాంటి అనుమానాలకు తావులేకుండా సీబీఐకి విచారణ అప్పగించాలని ప్రభుత్వం నిర్ణయించిందని తెలిపారు.
