Australia and the Netherlands have initiated new legal proceedings against Russia for the downing of flight MH17.
All 298 people on board the plane, including 38 Australian citizens and residents, died when a Russian Buk missile hit the plane in 2014.
Both Australia and the Netherlands maintain that Russia is responsible under international law for the attack, and have now initiated proceedings in the International Civil Aviation Organization.
ICAO is a specialised agency of the United Nations, tasked with the planning and development of safe international air transport.
The Minister for Foreign Affairs Marise Payne and the Attorney-General Michaelia Cash are holding a press conference.
