Mr. Prakash Singh has been the former DGP of Assam and Uttar Pradesh and has been the DG of the BSF. He had initiated a PIL in the Supreme Court which resulted in several reforms being implemented in the police force. Here he shares his views on the call for reforms needed for the law and order situation that is getting complex by the day. He answers the most pertinent question: why is it taking so long to insure that the police reforms are put in place?
Historically, he shares that the police force was established by the British by the Act of 1861 as they wanted an agency to uphold the imperial authority in India. The police was to be at the beck and call of the rulers. In short, a police force that was "politically useful".
After the emergency (1975), it was seen for the first time that the police was blatantly and outrageously misused as a political instrument in independent India. This led to the setting up of the National Police Commission in 1977.
