SCDOT uses data collected at the network level to measure fatigue cracking, reveling, rutting and ride quality to determine which highways need to be repaved. The Traffic Speed Deflectometer (TSD) is a tool used to measure crack detection, pavement profile, roughness and texture with vehicles traveling at highway speeds. SCDOT participated in two studies that evaluated 950 miles of TSD data in 2019 and commissioned the University of South Carolina to examine the data to help distinguish between roads with a poor surface with visible cracking that are structurally adequate vs. roads that have a good surface with no visual cracking but are structurally deficient. In the future, SCDOT will use ground penetrating radar to collect road condition data below the surface of the roadway.
