Pain: Dr. Sarah Bireete Denied Bail as Court Adjourns Case to Jan 28 | Buganda Road Court

The Buganda Road Chief Magistrate’s Court has denied bail to human rights activist Sarah Bireete, adjourning the matter to January 28, 2026, to allow further review of submissions from both the defence and the prosecution.
Sarah Bireete, the Executive Director of the Centre for Constitutional Governance (CCG), was formally charged on January 2, 2026, and remanded to Luzira Prison. She faces allegations of unlawfully obtaining and disclosing personal data, contrary to Section 35(1) and (2) of the Data Protection and Privacy Act, Cap 97.
According to prosecutors, between January and December 2025, Bireete and others still at large allegedly accessed and disclosed National Voters’ Information controlled by the Electoral Commission without consent. The alleged offences are said to have occurred in Kampala, Mukono, and Wakiso districts.
During the bail hearing, the State opposed her release, arguing that the sureties lacked sufficient financial capacity, that Luzira Prison can manage her medical condition, and that her influence as a civil society leader could interfere with witnesses.
The defence, however, asked court to grant bail, citing her fixed place of abode, first-time offender status, and willingness to comply with all bail conditions. They also argued that she poses no flight risk.
The case returns to court on January 28, 2026, when the magistrate is expected to give further directions on the bail application and the progression of the trial.
