Owiny-Dollo Hands Over Office as Zeija Becomes Acting Chief Justice | Full Judiciary Ceremony

Former Chief Justice Alfonse Chigamoy Owiny-Dollo has officially handed over office, marking the end of his five-year tenure at the helm of Uganda’s Judiciary.
“I ceased being Chief Justice at midnight last night,” Justice Owiny-Dollo confirmed, explaining that under the Constitution, the Deputy Chief Justice automatically assumes office as Acting Chief Justice upon the retirement of a serving Chief Justice.
Earlier in the afternoon, Justice Owiny-Dollo formally handed over office to Justice Dr. Flavian Zeija during a ceremony attended by judicial and non-judicial officers. As part of the transition, he presented Justice Zeija with key instruments of office, including the Constitution of Uganda, the Laws of Uganda, the Administration of the Judiciary Act, and a comprehensive handover report.
In his farewell remarks, Justice Owiny-Dollo described the Judiciary as his “second family” and thanked the entire judicial fraternity for their support. He also pledged to conclude all pending judicial matters before fully retiring from active service. The Judiciary further extended warm birthday wishes to him in recognition of his service.
Justice Dr. Flavian Zeija praised Owiny-Dollo’s participatory and transformational leadership, crediting him for expanding the Judiciary’s budget, strengthening Alternative Dispute Resolution (ADR), reducing case backlog, and promoting the Africanisation of Uganda’s Judiciary through initiatives like the African ADR Forum.
The Principal Judge, Lady Justice Jane Frances Abodo, along with other senior officials, hailed Owiny-Dollo as a mentor, reformer, and defender of judicial independence.
