This is how I do background removal. Its similar to the technique that I use for creating cells that can be wet packed with vitreous enamel just the texture is different at the end.
Gravers used:
Half Round
Flat
Spitstick(onglet)
Old burr with a rounded point for texture.
The above I use powered I also use the spitstick and a couple of flats without power, just pushing.
Your process may vary this works for me, it similar to the process that Phil Barnes the enameller used for his work.
