A more important question in real life would be:
Who do we vaccinate?
In this video, we assume a totally homogeneous population; it does not matter who we vaccinate, since everyone is the same.
And since R0 is an average value, the herd immunity threshold, 1-1/R0, should be a reference point rather than a rule.
