Rodel Taton, one of the complainants who filed cases against Executive Secretary Ralph Recto and former PhilHealth president and CEO Emmanuel Ledesma Jr., stressed that there is a clear basis to hold them liable for technical malversation, graft and corruption, plunder, and grave misconduct.
Taton said it was improper to divert PhilHealth funds, meant to serve the public and support universal health care, to other purposes.
