The only thing that I forgot to add was that; if the washers don't spin freely you will have to spray some oil on them and work them a bit to get them to spin. If they don't spin they will develop flats. Once the tools are worn in they will start to spin with ease and having play in the tool allows the washers to tip as you pull the tool and expose the cutting edges to the wood you are cutting. New tools will not cut as fast and cleanly as those that are worn in with looser washers. As a rule the washers will shriek like a group of Church Harpies in a kitchen after four bottles of wine when they spin on the belt. That's normal. Its just the washers binding on the mandrel.
