A good karma courier confesses their crimes to Caesar then sides with him. Quests done to reflect a world where despite the NCR, courier, and everyone's efforts, the Legion somehow wins the Dam anyway.

Completed quests for Novac, Goodsprings, and Primm with good karma.
Completed "Eye for an eye" for Boone points
