I worked on it a bit, it's one of those projects that are not absolutely needed (at least by me) but nice at the end
If you ask WHY it needs a negative voltage, it's because the IF detector circuit (outside of the chip) had a diode put in a way that generates a negative voltage, it's probably the chip that has been developed this way to save costs, also the chip pulls to +2Vdc, it's not self biasing, and obviously a SCART or composite input was just CRAZY at the times... i found the docs only of the TAA700 and realized it's the same chip just out of luck, the docs are not detailed nor basic, but the characteristics of the signal you have to apply are defined just by a reeeeeeeally blotched and small waveform you can barely see cos it was scanned i dunno how much time ago from pressed paper
