Printing extended ASCII characters

Another question from a user: Christopher asked how to enter an extended ASCII character in FreeDOS when running in a virtual machine. This is a specific question, because when running on hardware, you can press the Alt key and type the ASCII code on the keypad. But in a virtual machine, that "Alt key trick" might be grabbed by the host operating system, or by the virtual machine system. So Christopher needed another way to do it.

This is a simple program to write, and makes a good demo program. Let's learn how to write a program to print out extended ASCII characters by decimal value.
