Nature in the City: Permaculture "Earth Care" in Urban Spaces at the Columbia Slough

Some folks have the luxury of doing permaculture in a rural setting, with ample space to dedicate to zones 4 and 5. But the majority of humans live in urban spaces, where access to nature can be limited.

What does it mean to practice permaculture in the city when it comes to Zones 4 and 5? How do we as humans in the city conserve, protect, and enjoy our urban ecology? What does "Earth Care" look like here? Let's take a look at the Columbia Slough Watershed here in Portland as an example.
