Amid nationwide job losses and rising Māori unemployment, Julian Wilcox asks if the Government's benefit sanctions are punitive. Social Development Minister Louise Upston says the new sanctions, which could include reducing payments by 50%, are consequences for those who don't comply with their work obligations.
