40.66-40.7MHz is an international ISM band so all sorts of odd signals can be heard here, it's also the centre of activity for what is an amateur experimentation band either through national PTT administrations or special licencing.
Two signals here, the first is on 40.675MHz using FM with a CTCSS of 150.0Hz, given the time of day it was logged and the tone value this is likely to be from Israel. The other signal on about 40.682 is unknown but not local.
The waterfall trace on 40.690 is a 'local' baby monitor, it's actually over 1KM away from me!
